How do I send a Wyoming preliminary notice?
Send the written notice to the record owner or the owner's agent, with a copy to the contractor you are providing services or materials for (W.S. 29-2-112(a)(i)): a subcontractor or materialman within 30 days after first providing services or materials to the project (29-2-112(a)(ii)(B)); a contractor before receiving any payment from the owner (29-2-112(a)(ii)(A)). Use the statutory NOTICE TO OWNER form with the lien waiver form attached (29-10-101(a), (b)). The notice is sent when it is deposited in the mail (29-1-201(a)(xii)), and failure to send it within the time specified bars the lien (29-2-112(a)(iii)).

The deadline, exactly
Sent "by the subcontractor or materialman within thirty (30) days after first providing services or materials to the construction project" (29-2-112(a)(ii)(B)). A contractor sends it before receiving any payment from the owner.
"The time a writing is deemed to have been sent is the time at which the writing is deposited in the mail" — by first class mail, certified mail, return receipt requested, or mail delivery requiring a receipt (29-1-201(a)(xii)).
Failure to send the notice within the time specified "shall bar the right … to assert a lien" (29-2-112(a)(iii)). Nothing is preserved by a late notice. Send it on time.

Who must be served, and what the form says
"Preliminary notice of right to a lien shall be sent to the record owner of the property against which the lien may be filed" (29-10-101(a)). Under 29-2-113 your contractor must give you the owner's name and address and the legal description when contracting.
"Each subcontractor and materialman shall provide a copy of the written notice to the contractor for which the subcontractor or materialman is providing services or materials" (29-2-112(a)(i)). Included in the $39.

Who has to send the Wyoming preliminary notice?
Under W.S. 29-2-112(a), the contractor, every subcontractor and every materialman sends written notice to the record owner or agent of the right to assert a lien if not paid, and of the owner's right to obtain a lien waiver upon payment. Subcontractors and materialmen send it within 30 days after first providing services or materials and also provide a copy to the contractor they work for; a contractor sends it before receiving any payment from the owner. What if I miss the 30 days?
The statute is unforgiving: "Failure to send the notice required under this section within the time specified shall bar the right of a contractor, subcontractor or materialman to assert a lien" (29-2-112(a)(iii)). There is no lookback. The notice is sent when it is deposited in the mail (29-1-201(a)(xii)), so the mailing date is what counts.
Why is a lien waiver form attached?
The statutory notice tells the owner "A form of lien waiver is attached to this notice" (29-10-101(a)), and 29-10-101(b) sets out that form.
