The timing, exactly
"Each prime contractor shall, before execution of a contract for construction, inform the owner with whom the prime contractor intends to contract of the provisions of NRS 108.245" (108.246(1)).
The statute says "inform" and names no method or mailing rule, so we recommend mailing five days before the last day — the calculator shows both dates.
Failure to inform owners and subcontractors "is a ground for disciplinary proceedings under chapter 624 of NRS" (108.246(3)) — the contractors' licensing chapter. No lien consequence in the pinned text.

Who sends it, who gets it
The prime contractor — the party contracting directly with the owner (108.246(1)).
"The owner with whom the prime contractor intends to contract", and a copy to "each subcontractor who participates in the construction project" (108.246(1), (2)). Add the subs you already know; the rest are noted as copies to follow as they are engaged.

Who has to send the Nevada prime contractor's notice?
Under NRS 108.246(1), each prime contractor shall, before execution of a contract for construction, inform the owner with whom the prime contractor intends to contract of the provisions of NRS 108.245, in substantially the statutory form.
